[releng] Issue #7549: unretire ghc-fgl

F28+.

Steps Taken:

* Reverted dead.package on master branch
* unblocked f29 tag (rawhide)
* unblocked f28 tag

@mohanboddu this package was not in PDC - please tag me when you can.

@petersen  you will need to use the `fedrepo-req-admin` utility to request the F28
branch.
``
