in Fedora there is a process to become a package maintainer. It is (somewhat inadequately) documented at https://docs.fedoraproject.org/en-US/fesco/Package_maintainer_responsibiliti... and https://fedoraproject.org/wiki/Join_the_package_collection_maintainers. In this case, the package already exists, so the parts that talk about importing a new package don't apply.
Hoard has some bugs open: https://apps.fedoraproject.org/packages/hoard/bugs/all. The first thing to do would be remove those bugs.
