We don't use trac tickets for this any more, but the blocker / NTH processes:

Fixes for bugs that are accepted as blockers must be taken through the freeze, and fixes for bugs that are accepted as NTH _may_ be taken through the freeze. No other updates may be taken through the freeze.
So, to get this update in, you would have to have a relevant bug accepted as NTH or blocker. If blender or LuxRender is on any of the supported shipped media (DVD and KDE / GNOME live images), then the bug should be nominated as a blocker. If they are not on the supported media but are on any of the other live images, the bug could be nominated as NTH. If the packages aren't on any media, the bug could be nominated as NTH, but is unlikely to be accepted.
