[releng] Issue #7041: Allow + character in src.fedoraproject.org project names

My new repo request https://pagure.io/releng/fedora-scm-requests/issue/1142 got rejected
because it had + in the project name. As per
https://fedoraproject.org/wiki/Packaging:Naming the + character is explicitly allowed.

Please add + to the pagure regex of allowed project names.

Now that 3.8 is out we can easily fix this. But this won't be in prod before next week
(after freeze).

If we want to get it fixed sooner, it'll require a FBR
