* need-rebuild.py
  * buildbranched
  * build_composeinfo

Comment:

There are some files that had a GPLv2 header but have now a GPLv2+ SPDX
 identifier: distcvs2distgit.py, find_FTBFS.py, prune-tag.py,
 sigulsign_unsigned.py, sync-blocked-primary.py and
 find_unblocked_orphans.py  - also koji-stalk.py was changed from LGPL to
 GPL in the commit. Also the files in the directories cloud/ torrent-
 generator/ were not adjusted/are partly missing license information

I believe everything is all fixed now. on IRC dwa said he intended koji-
 stalk.py to be GPL ans was okay with the change
