[releng] Issue #6864: Is 'rawhide' tag in koji in any use now?

it is used purely as a holder so that we have a reepo called rawhide available
https://kojipkgs.fedoraproject.org/repos/rawhide/ we do no longer use it in any processes 
the reporter should use a correct repo for the buildroot
``
