 I have done an update of R-BSgenome.Celegans.UCSC.ce2 to fix build and
 update to the latest version.

When the package has been created we removed the dist tag to save space. I
 compared a scratch build in F10 and in rawhide and the size of the package
 doesn't change so I would like to keep the package without dist tag.

The build has been done in F10 and showed up in rawhide but is not
 available on F11 at the moment.
 Could this be fix ?

 Bodhi.  Please put the dist tag back and do a build on each branch.

Each update tree uses a different gpg key anyway so there would be no
 hardlinks on the mirrors.
