 This directory does not contain a comps-f9.xml file:

verifytree complains about that. The comps file is also missing from the
 rawhide debug repo.

The old x86_64 directory has the comps file:

Comment:

so, the "old repos" you see, I created those by hand with the reduced
 package set necessary to get people the new package kit and the new
 fedora-release package. I flubbed it and wound up creating group data in
 the debug repos even though we never did before (nor in srpm repos).

It is not expected for these repos to have groupdata.
