libpq-11.4-1.fc31 has been stuck for a week and is needed to rebuild postgresql in Rawhide + version 11 module.

I fixed all these up.

Yeah, you can manually retag it and it should pick it up as well.

We should probibly make some kind of monitoring alert for this happening, or figure out why it does happen from time to time.
