[releng] Issue #8711: lockups on s390x builder

Hello All,
I am still experiencing issues with s390x builder for Fedora 31+. I can reproduce it 100%
- just try rebuilding Erlang and it got stuck eventually.

The latest affected build:

* https://koji.fedoraproject.org/koji/taskinfo?taskID=37327589

So far the only solution I can think of is to  ExcludeArch s390x for a while and will try
it again in a few weeks.
