[releng] Issue #7031: Should f27 and f27-build have different architectures?

kellin reported a new issue against the project: `releng` that you are following:

@kellin Its not a buildroot, so it should not have arches. Somehow it started with f26 and
getting populated since then because of branching. I looked at the history of f26 tag but
could not able to find how the arches got generated.

We cannot change anything for f26 since its locked now. But when I tried to remove the
arches for f28, its not giving me any errors but still didn't remove them.
$ koji edit-tag --arches="" f28
$ koji taginfo f28
Tag: f28 [1913]
Arches: armv7hl i686 x86_64 ppc64 ppc64le aarch64
Groups: appliance-build, build, livecd-build, livemedia-build, srpm-build
Required permission: 'autosign'
