[releng] Issue #6980: Please block and retire php-pecl-parsekit and php-pecl-runkit

Only 1 is really orphaned, and BTW, I have no idea idea how to take them to be able to
retire them, more, I DON'T want to take them (in other branches)

Please retire and block both packages in F27/rawhide (both have broken deps since F25).
