bloom submitted for review

Hi,

I went ahead and packaged bloom, in case people want to use it and get a
hang of how it works.

I've mailed the ROS buildsig requesting info on extending bloom for
rpms. If I get info that I can work on, I'll see if I have some free
cycles to extend bloom.

Hopefully this won't be too hard.  I think we can use the debian generator
as a guide; control files use all the same information as specs do.
