Thank you for work on the proposal. I went ahead and did a few

LGTM.
Mainly, I put into the place the "Join the Ruby SIG" chapter and added
the reference to the SIG members. I removed the entire "Package
Wishlist" as I don't think this section is useful, when nobody is going
to really work on them. I think that the "Currently Open Ruby Package
Review Bugs" section is enough if somebody does not know where to start.
Other than that, I updated few links etc.
The only missing piece is ruby-packagers-sig group, which so far is not
mentioned anywhere. Do you think you would be able to come up with some
proposal? Basically this is invite only group of experienced packagers,
who has access to more packages.
Let's invite them personally, after they're active on the ML. Until that point
they can submit PRs.
