If the strict dependency ">= 4.1.1" for rubygem(timer) is not needed, you can sed %{gem_name}.gemspec to relax dependency.

Is there test suite? Is it passing with older rubygem-timers? Then just relax the dependency and move on. If somebody finds/reports some issue later, then fix it (possibly by updating rubygem-timers).
Also, I'd suggest you to provide updated SRPM and Koji scratch build to rhbz#1253999 and also verify that the update does not break anything etc and at the same time ask for ACLs in pkgdb. You either get the commit bit confirmed or then I (or some other proven packager) can build the updated rubygem-timers package for you.
