Rails 2.3.8 and 3.0.0.beta4 rpms

Sorry for the delay, these rpms took alot longer to generate than I 
originally thought (due to upstream changes and whatnot). But without 
any further ado, I'm releasing the preliminary Rails 2.3.8 and 3.0.0

If anyone has the time, feedback would be most appreciated, so we can 
get the ball rolling on updating the Rails version shipped in Fedora (to 
2.3.8 for the time being with 3.0.0 on the horizon at some point tbd)
