The package rust-epoll got it's rawhide branch disabled because it wasn't updated for two releases, and there were no packages depending on it.
Now we need to resurrect the package as it's a dependency for vhost-device-vsock. How can I reactivate the "rawhide" branch for this package?

Since the package has been retired for over two months, the process to get it back involves a new package review. And it looks like you've already done just that. Once the package is reviewed and approved, you can file a ticket with release engineering to "unretire" the package.
