Firecracker 1.13 crate updates

Hi,

Firecracker 1.13 will be released soon (tomorrow?), and it has two
dependency updates not in Fedora:

- vhost-0.14.0 (from 0.13.0)
- vm-memory-0.16.2 (from 0.16.1)

I could update vm-memory if you want, if you add me as a co-maintainer.

The vhost API bump requires updating vhost-device-* crates.  They
updated dependencies in Cargo.toml upstream but most of them aren't
tagging new versions.  I think last time you released the new versions
upstream yourself.  Are you able to do that again?

I've started side tags if you want to use these.  I can then add
Firecracker and push everything together when ready.
