The only question I have is whether or not VNC installs can make use
of the
keyboard screen? Or does the vnc client also make use of the settings
on your
local system? I have no idea.
If vnc is unaffected, I'm ok with making s-c-keyboard required for
anaconda on
all but s390 and then disabling that screen on s390.

I've just noticed that I've never replied to this:
Dang ! I didn't think of vnc, that will most likely still need the
keyboard screen.
So we will need to make system-config-keyboard arch dependent and check what
in that package needs pyxf86config and disable that on s390(x). Bug #507419
covers that.
