Per https://fedoraproject.org/wiki/Architectures/s390x, we still 
support older architectures:

· IBM system Z models z9 or newer(64-bit).

Can we really upgrade to z12 at this point?

we can, I'll update the wiki when F-26 goes GA, now the change of hw
requirements is mentioned in the F-26 release notes section
