Attempting to install RPM, receive error about needing xml-common RPM for dependencies. When/why was this introduced?

Should be able to install with:
$ sudo yum install xml-common
and I believe that it is included in the base repo. It has actually always been required as it provides `/usr/share/xml`

Hmm. Reset the box, re-installed the SSG RPM provided in RHEL.
When yum removing the SSG RHEL RPM, xml-common is removed from the system. Guessing this is a bug?
I *think* that this is actually expected behavior if you have clean_requirements_on_remove enabled.
