[PATCH 2High Priority: Fix for "tar: Cowardly refusing to create an empty archive" from 'make tarball'

Hm I thought I fixed this.  It was popping up due to simply expanded
variables on first-pass/bare builds only.  TAR_DEPS should be recursively
expanded later once DIST has been populated with files. So this fix is
probably addressing the symptom but not the source of the issue regarding
variable expansion.

NACK on this one for now and I'll try to take a look later today.
