BTW,
  when using the octave 5.1 copr repository on Fedora 30 I get:

# dnf upgrade
...
Upgrading:
 qrupdate       x86_64 1.1.2-17.fc31 group_scitech-octave5.1   79 k
 qrupdate-devel x86_64 1.1.2-17.fc31 group_scitech-octave5.1  8.0 k

The weird part is the .fc31 suffix. Was that of a bad timing when branching?
