Merging all votca-* packages

Hi Scitest,

I made a package review request that merges all votca-* packages into
one package:
https://koji.fedoraproject.org/koji/taskinfo?taskID=80090642

Any opinions if that is a good idea? It would certainly save me some
chainbuild packaging hassle and expose more votca parts (e.g.
tutorials) to the users.

Care to share the spec file? Koji artifacts include only binaries.
