systemd-42-1.fc17 added a conflicts fedora-release < 17-0.7

what this means is that protectlist in koji-shadow  for fedora-release
which is needed to make sure we get disttags right. will cause issues
with prefer-new either until everything is built that needs a previous
fedora-release.  either you will need to force in the previous build of
systemd or add systemd to the protectlist and build every nvr of it.  i
suspect the reason for the conflicts was that fedora-release added
support for /etc/os-release which is something systemd added.
