fedora hppa port

Hi folks,

I'd like to help get this port off the ground, if I may. I (for
fairly obvious reasons) have rather a lot of parisc hardware around,
most of which is currently running Debian.

I also have access to decent connectivity to host the build machines
and koji instances.

Hey Kyle,

The bootstrapping phase is the most time consuming

step 1 we need to get some rpms. to populate buildroots.  
then we can get koji up and running and setup all the processes
