I think 21:30/22:00 hrs IST is good.
Though I don't think separate meeting is a good idea because one would miss out any interaction in the other meeting. We are still a small team. Following-up with meeting logs isn't a great option because it precludes any chance of interaction. Besides that option is available now too, with a single meeting.

Has the team grown much or changed dynamics since the original meeting schedule was decided on? I know I joined after the original survey, and though 3pm EST works ok for me, I'm willing to adjust to a new time.

No, nothing like that. But the current time is past midnight for APAC region and thus is unsuitable. If we could meet couple of hours earlier, that would be great.

According to the whenisgood survey we did before selecting the time that we did, the majority of the people could not make that time (only two could) so I'm not inclined to change a meeting time to one where hardly anyone can make it.
