Maybe we should make it a requirement that all the Fedora Core and
Extras package maintainers be subscribed to this list?

I don't like that idea -- I suspect a lot of people will send all mail
to /dev/null. Bugs and direct mails should be enough. Maybe a public
reminder with all open issues to fedora-maintainers would be a good
idea.
