This looks like a bug in the policy and i would probably report this
issue to
bugzilla.redhat.com in the selinux-policy component for fedora

If you do not have entropyd installed on the system then a probable
quick-fix is to:
sudo semodule -d entropyd
that will, if possible, disable the faulty entropyd policy module
