Running rawhide up-to-date (seeing same thing in F15 Alpha also) and
SeLinux in permissive mode.

Somehow you ended up with a mislabeled system, I would relabel the system.
touch /.autorelabel; reboot
I am just getting my F15 box back from "Rawhide hell".
How did you install the box?
