Bah, ignore me.  I somehow still had the older selinux-policy-targeted
package installed.  (I don't know how that could happen, as there is a
clear %{version}-%{release} requirement on selinux-policy.  But
regardless, updating the -targeted package as well does silence the
AVC.)
