On my system (selinux-policy-3.14.6-39.fc33.noarch), the 9080/tcp port is
already allocated for a different service:
$ sudo semanage port -a -t tor_port_t -p tcp 9080
ValueError: Port tcp/9080 already defined
$ sudo semanage port -l | grep 9080
ocsp_port_t tcp 9080
I would configure Tor to bind to the allowed ports instead
$ sudo semanage port -l | grep tor_
tor_port_t tcp 6969, 9001, 9030, 9050, 9051, 9150
