You can setup the labeling using semanage.
semanage fcontext -a -t home_root_t /srv/homes
semanage fcontext -a -t user_home_dir_t -f-d '/srv/homes/[^/]*'
semanage fcontext -a -t user_home_t '/srv/homes/[^/]*/.+'
