user_home_dir_t is the context for the home directories of the users.  The home directory itself does not belong to the user - it’s a system directory to store the files that do belong to the user. The contents of that directory, including any subdirectories, are user_home_t.  This allows types to have one level of access to the home directories themselves and a different level of access to the users’ own files.

 

The settings governing home directories are in the file /etc/selinux/targeted/contexts/files/file_contexts.homedirs
