If you are not using that port for a different service, you can modify the
type by using -m instead of -a in your command such as:
sudo semanage port -m -t tor_port_t -p tcp 9080
Even though 9080 is defined as oscp_port_t, if you aren't actually using
that service, you can modify the type with the above command.
