Cockpit 250 and cockpit-machines 249 released

Cockpit is the modern Linux admin interface. We release regularly. Here
are the release notes from version 250:

Summary:
 - Shell: Improve admin switcher and session menu
 - Software Updates: Introduce basic kpatch support
 - Machines: Migration of a virtual machine
