Even if the server doesn't directly need Internet access the OS and
even those limited applications need to be updated periodically for
security fixes if nothing else - thus the encouragement (with easy to
follow instructions perhaps) to set up a mirror that can be used to
install whatever software you want to use.

Ignoring the battle to make a decision, you end up making the wrong
choice for a significant number of users.  Thus all or nothing is
really a better set of options.
