use cases and target uses for the cloud base image

Major Hayden and I were able to hack on a document [1] trying to
define some common use cases for cloud images as well as the user we
are trying to target with the cloud base image. Feel free to comment
in the document or here on the list.

This was asked from last weeks server WG meeting.
