setarch gone away

so for aurora 3 we made sure that setarch worked for sparc got a patch 
upstream so that sparc32bash still existed and worked   and now  setarch has 
been obsoleted.

Looking at old mail.  i got util-linux-ng straightend out.  and the patch went 
upstream.
