I have seen this symptom occur because there is no writable free
space left in the /tmp filesystem. The GUI logins create temporary
files in /tmp and if there is no space (or inodes) left in which to
create those files, then the symtoms are exactly as you describe.
Verify the amount of space left in /tmp. Note that some space is
always reserved in each filesystem for the root user even when it
appears full to a regular user, so it will not be completely full,
but it would be very close.
