RFC: Updated Spins docs

Hi folks,

At the end of December, I finally sat down to do something I've wanted
to do for over a year: update the Spins docs. As you may know, so much
of the docs about maintaining a Spin/Lab on the wiki was *way* out of
date.

Please review the updated docs[1] and let me know what's still missing
or unclear. If you see something that needs fixed, please file an
issue in the pgm_docs repo[2].

Hi Ben,

The docs look ok, but I think it would have been wise to wait until the
"Solutions" decision against Labs and Spins.

It's been over two years since the Council decided to move to
"Solutions" instead of "Spins" and "Labs", but there's
been very
little practical implementation. I'd rather do some string replacement
later than keep waiting.

Also important: as part of that decision, we decided people can call things
"i3 Spin" or "Robotics Lab" — we're just not making a big deal
about the
distinction.
