We've branched off for F-11, so from this moment on:
Any changes to the master branch that you want to have incorporated into the set of kickstarts that is going to be used to compose Fedora 11 RC/GA, you need to log a ticket for[1] with the commit code in it.

Is there going to be an updated spin-kickstarts package in final or is that going to come as an update?

As soon as things settle after the RC (final bugfixes which all go into the F-11 branch after review), a final package will be build and tagged for dist-f11 as to reflect the actual kickstarts that are going to be used for the real F-11 GA as closely as possible.
