It is for adding kexec-tools-anaconda-addon package to kickstarts, exactly like Brian said in comment #5.

What does adding that package fix? (I couldn't easily find what the problem is that this is supposed to fix.)
If anaconda is broken without this package, why isn't it getting pulled in by a dependency?
