libipa_hbac is used by pam_hbac which indeed aims to be portable. So any
dependencies should be pluggable. In particular, if the functionality
depends on a 3rd party library, it should be commonly available and if
it's not, then the functionality should be possible to disable during
configure time.
The new code should be written using C89, because often these non-Linux
platforms lack a C99 compiler.
