[PATCH] CI: Allow running outside source root

Hi everyone,

The attached patch is based on Lukas's work on his "CI: Improve usability of
ci script" patch:

It simplifies some things, and does some of them in the way I proposed, but
Lukas didn't agree to.

I'm creating a separate thread, so we can perhaps take a fresh look at this
issue, without the baggage of the old one, and maybe finally agree on a
solution.
