New contributing guidelines for fedora-happiness-packets

Hi all,
If you are working on the fedora-happiness-packets project for a Summer
Coding project, check out the new contributing guidelines for the project:

These guidelines explain best practices to follow, goals for what this
project's purpose is, and how to submit changes that are quickly
reviewed. Please use this as a reference when working on the project.
The guidelines might be expanded in the future. I suggest bookmarking
the file if you are working on the project regularly. Additionally,
improvements are also welcome. :-)
