You must upload a PDF of your proposal, along with the proof of
enrollment in the Google Summer of Code dashboard in order to be
considered for GSoC.
To submit a PDF, login to the summer of code dashboard, head over to
the "Organizations" page and select your desired organisation (such as
Fedora).
In the organization's page, click on "Submit Proposal". It takes you
to the proposal submit page. Add basic information about your
proposal, the proposal's tag, (ask your mentor about it), give it a
title and add an abstract.
Share a draft, (it can be a Google doc or the link to the wiki page
where your proposal can be found, though you can skip it if your
mentor has already reviewed your draft).
Render your proposal as a PDF (as Brian mentioned, it can even be a
PDF rendering of your proposal's wiki page, which you can generate
using your browser) and submit it.
