Hi Andrew, as far as how the actual application submission process goes on the Google side of things, I'm not personally sure. You may want to get help in the official GSoC IRC channel on Freenode (#gsoc). I am also sending this reply to the summer-coding mailing list in case someone on the Fedora GSoC list knows the answer.

YES, there needs to be one on the official Google site as well [1], and it's mostly the exact same MINUS any Fedora Specific parts i.e. your fasid, what other projects (with us or other orgs in the past)
