Updating wlroots

There's a new minor release out (0.10.1) that fixes some things I need for the phoc and phosh packages, and builds fine with the current specfile: https://koji.fedoraproject.org/koji/taskinfo?taskID=42748962

Just figured I'd post here instead of making a PR because I'm not entirely sure how making a PR works if you change a source.

AFAIK, if you are a packager (not necessarily of wlroots), you can
upload new sources with `fedpkg new-sources` for every package.

So imo a PR would be best!

If you're interested in sway in general, we can also add you to the SIG,
which would give you commit access.
