I figure the type of HBA would be good to know. They're a Cavium QLogic BR-1860 QLE2662 which is supported from all I've read. Here are some details.

I did an "ls" in targetcli and see qla2xxx listed there. When I do 
        /qla2xxx info I can see the allowed and they didn't work. Is that what

No such package I found however I do know that configfs is 
        mounted
                correct
                    according to the docs.

# cat /proc/mounts | grep configfs

Could not create Target in configFS

You could try scst instead of targetcli: http://scst.sourceforge.net/
A couple of gotchas that I had to figure out with scst is make sure you 
install the linux headers with something like "apt install 
linux-headers-$(uname -r)", also "make 2perf scst_install scstadm_install" 
before installing any other components, "make" will give you a list.
